Summary of the Introduced Bill

HB 1694 -- Screening for Metabolic and Genetic Diseases

Co-Sponsors: Selby, Shoemyer (9), Kreider

The bill expands the required testing for metabolic and genetic
diseases by including various disorders, including
hypothyroidism, maple syrup urine disease, and galactosemia.
Currently, similar disorders listed in Section 191.332, RSMo,
pertaining to supplemental newborn screening requirements, are
required, subject to appropriations.

Certain health care providers and administrators of hospitals and
ambulatory surgical centers are required to report diagnosed
cases of certain metabolic and genetic diseases to the Department
of Health and Senior Services. The department is also required
to develop and institute educational programs for certain
metabolic and genetic diseases.

Subject to appropriations, the department is required to provide
food supplements and treatment services to persons suffering from
metabolic disorders. Currently, formula is provided to eligible
persons suffering from inherited diseases caused by amino acid
disorders and organic acid disorders.

The department may assess a sliding-scale fee to defray the costs
of any food supplements or treatment services provided. No fees
will be assessed for formula and up to $2,000 of pharmaceutically
manufactured food supplements will be available to an individual
without fees each year.

Health carriers that offer health benefits plans continued on or
after September 1, 2002, are required to provide coverage for
formula, pharmaceutically manufactured food supplements, and
treatment services for various diseases.
