HB 1775 -- Transportation Co-Sponsors: Shoemaker (8), Behnen, Relford, Quinn, Clayton, Dolan, Myers This bill removes the April 1, 2008, sunset on the six cents per gallon fuel tax and eliminates the requirement that road projects be bid in sections not to exceed 10 miles. The bill authorizes the Highways and Transportation Commission to enter into three design-build pilot project contracts (one on the interstate national highway system and two on the state highway system) within the next 10 years. The authority for design-build will expire upon completion of the projects selected unless reauthorized. When using a design-build contract, the commission must prequalify persons. The commission will establish a written procedure by rule for prequalifying builders. The bill also contains language dealing with the maximum number of prequalified design-builders the commission may request proposals from, bonding requirements, final decisions concerning performance of work, reasonable stipend payment to unsuccessful prequalified bidders, rulemaking authority, status report to the General Assembly on design-build projects, public notice requirements, and the minimum number of responsive submissions before bidding may be opened.Copyright (c) Missouri House of Representatives
