HB 1790 -- Genetic Engineering of Humans

This bill creates the crime of unlawful genetic engineering of a
human.  A person commits the crime of unlawful genetic
engineering if he or she adds genes or genetic material from a
nonhuman species to a human preembryo, embryo, or a human sperm
or ovum used to create a human preembryo or embryo; if he or she
uses an ovum from a nonhuman species to create a human preembryo
or embryo; or if he or she adds to or deletes human genes or
genetic material from a human preembryo, embryo, or a human sperm
or ovum used to create a preembryo or embryo.  The penalty for
unlawful genetic engineering is a class B felony.  A second or
subsequent violation is a class A felony.
