HB 1949 -- Cashing State Payroll Checks

Co-Sponsors:  Curls, Thompson, Barry

This bill requires state and federally chartered banks, savings
and loans, and credit unions to cash state payroll checks and
charge no more than $5 for the service.  Violators are subject to
civil penalties not to exceed $5,000 and court injunctions.
