HB 2024 -- Lapse of School Districts

Currently, an unaccredited school district lapses on June 30
after two full school years of unaccredited status.  This bill
adds language that permits a provisionally accredited district to
lapse if it has been unaccredited in the past five school years
and the State Board of Education finds that the district is not
making adequate progress toward full accreditation.  The bill
adds a fourth permitted course of action for the State Board of
Education upon the lapse of a school district:  the board may
continue the operation of the district under its existing
governance structure according to conditions established by the
board.  The bill also revises the purpose of the hearing required
to be held by the Department of Elementary and Secondary
Education after the announcement that a district has become
unaccredited.
