HB 2069 -- Division of Motor Carrier Services Sponsor: Koller This bill implements the Governors's Executive Order 02-03 (February 7, 2002). That order transferred the powers and authority of the Division of Motor Carrier and Railroad Safety within the Department of Economic Development, the Highway Reciprocity Commission within the Department of Revenue, the Motor Carriers Services Unit within the Traffic Engineering Division of the Department of Transportation, and the Department of Natural Resources' hazardous waste transporter licensing and waste tire hauling permit functions to a newly created Motor Carrier Services Unit within the Department of Transportation. Administrative law judges under the Division of Motor Carrier and Railroad Safety were transferred to the Administrative Hearing Commission within the Office of Administration. The bill creates a new chapter (Chapter 308, RSMo) in which the Division of Motor Carrier Services is established within the Department of Transportation. The regulatory and statutory authority transferred from the various divisions will be encompassed mostly in Chapter 308. This concept is referred to as a "One-Stop Shop" where commercial truck drivers can obtain license and other services from one agency.
