HB 2098 -- African-American Education

This bill creates the Commission on African-American Education
within the departments of Higher Education and Elementary and
Secondary Education.  The commission will have 18 members,
including 12 public members who have served as leaders for
organizations that serve groups broadly representative of
African-American culture or who are experienced in
African-American history or education.  The bill specifies
organizational and meeting procedures for the commission and sets
out duties, which include the following, among others:  assist
and advise public schools and public higher education
institutions concerning African-American education; meet with
interested organizations to plan, coordinate, or modify courses
of study; catalog current programs and inventory resources for
development of programs; and report to the Governor and General
Assembly its findings on how to facilitate the inclusion of
African-American education into the educational systems of the
state.  The commission is authorized to call upon any state
agency to supply information and assistance.  The bill creates a
fund for the commission, to be administered jointly by the
departments of Higher Education and Elementary and Secondary
Education.
