Summary of the Introduced Bill

HB 2139 -- Driver's License in Lieu of Bail

Sponsor:  Ladd Baker

This bill allows law enforcement officers to confiscate a
driver's license in lieu of bail for moving violations only in
the following circumstances:

(1)  The license is an out-of-state license;

(2)  The license has been assessed more than four points;

(3)  The violator has outstanding moving violations in other
jurisdictions;

(4)  The violator was driving in excess of 20 miles per hour over
the speed limit; or

(5)  The violator failed to provide proof of financial
responsibility.
