HB 2148 -- Festival Licenses

Currently, licenses are required from counties for festivals
expected to attract more than 5,000 people.  This bill requires a
license for festivals expected to attract more than 500 people
and adds raves to the list of events for which a license is
required.  "Rave" is defined.

The bill also makes the festival license provisions applicable to
St. Louis County.
