HB 2177 -- Taxation:  Homeowners Protection Act

This bill authorizes St. Louis County to levy an earnings/income
tax in lieu of all real property taxes on owner-occupied property
of taxpayers 62 years of age or older.  The county's governing
body may, by ordinance, submit to the voters a proposition to
levy an earnings/income tax.  If accepted by the voters,
qualified taxpayers would be refunded the amount of property
taxes on their homestead from the proceeds of the earnings/income
tax.
