HB 2178 -- Foreign Language Instruction in Public Elementary Schools

Beginning July 1, 2003, this bill requires every child attending
a public elementary school to receive instruction in a foreign
language, subject to the availability of properly certified
personnel.  The bill does not apply to students in special school
districts, those who have disabilities that require special
instruction, or students for whom English is a second language.
