HB 2196 -- Adoptive and Foster Care Families

Subject to appropriations, this bill requires the Department of
Social Services to establish and implement an advertising
campaign for the recruitment of adoptive and foster care
families.  The bill requires the department to place an emphasis
on recruiting adoptive and foster care families for special needs
children.  The department can contract with professional
advertising agencies or other professional entities to administer
the advertising program.

The department is also required to establish a 24-hour, toll-free
telephone number for the purposes of answering questions and
assisting persons in becoming adoptive or foster parents.
