HB 2229 -- Rural School Districts

This bill changes the basis on which aid to school districts is
apportioned from the county foreign insurance tax fund, which is
used to provide free textbooks.  The current method of
apportionment is based on the proportion that a district's
September membership bears to the sum of September membership of
all districts.  Rural districts, which the bill defines, will use
their September membership figures up to 100 pupils, doubled,
plus 80% of the remainder of the district's actual count.  The
bill also creates signing bonuses of $2,000 per year for five
years for newly hired teachers in rural districts under
conditions specified in the bill.
