HB 2231 -- Revenue Estimates

Co-Sponsors:  Bearden, Byrd, Hunter, Hanaway

This bill requires that the revenue estimate upon which the
Governor's budget is based be the lesser of the estimate as
prepared under current law or the actual expenditures of the
previous completed fiscal year increased or decreased by:

(1)  the percentage change in the Consumer Price Index for urban
consumers during the preceding fiscal year;

(2)  the percentage change in the population of the state in the
most recently completed calendar year; and

(3)  any state spending approved by voters.
