HJR 31 -- Transportation Commission

This proposed constitutional amendment changes the Highways and
Transportation Commission to the Transportation Commission.

The Transportation Commission will be appointed by the Governor
with the advice and consent of the Senate and consist of six
members serving six-year terms with the initial appointments
staggered.  Two of the members appointed by the Governor, one
from each political party, will be selected from candidates
supplied by the legislature.  Leadership of each political party
of the House of Representatives and Senate will be required to
supply three candidates for this selection.  Candidates must be
appointed on or before June 13 in odd numbered years.  In case of
a vacancy, the political party of the vacating member will submit
three candidates for selection to the Governor within 30 days of
the vacancy.  The Governor will have 15 days to select a
replacement, who will serve the remainder of the unexpired six-
year term.
