HJR 41 -- State Budgeting Process

This proposed constitutional amendment requires the General
Assembly to make appropriations for two fiscal years.  Currently,
the General Assembly may make appropriations for one or two
fiscal years.

The Governor's budget plan for each two-year appropriation period
must use zero-based budgeting.  Performance evaluations are to be
conducted during the second fiscal year of each appropriation
period.  Each agency's budget plan is to rank by cost
effectiveness every line item and provide the General Assembly
with an estimate of the number of persons affected by each line
item.
