HJR 48 -- Limitation of the General Assembly's Power

This proposed constitutional amendment prohibits the General
Assembly from making any appropriation of money or pledging the
state's credit for the payment of bonds for the construction,
maintenance, or operation of any major league sports stadium
unless the proposal has been submitted and approved by a majority
of the qualified voters in the state.
