HJR 50 -- Budget Control Fund

This proposed constitutional amendment allows moneys in excess of
the revenue limit established by Article X, Section 18(a), the
"Hancock Amendment," to be placed in the Budget Control Fund.  If
for any fiscal year the excess is 1% or more but less than 4%,
the excess is to be placed in the fund.  Revenues in excess of 4%
are to be returned to the taxpayers.

The General Assembly may appropriate moneys from the Budget
Control Fund for any fiscal year only up to the revenue limit.
