HCS HJR 47 -- JOINT MUNICIPAL UTILITY COMMISSIONS (Willoughby)

This proposed constitutional amendment allows joint municipal
utility commissions to develop utility projects with
municipalities or electric cooperatives without regulation by the
Public Service Commission.  Bonds issued for the projects are not
indebtedness of the state or of any political subdivision.

FISCAL NOTE:  Cost to General Revenue Fund of $34,710 in FY 2003,
$0 in FY 2004, and $0 in FY 2005.
