AN ACT

To amend chapter 21, RSMo, by adding thereto one new section relating to a joint committee on statutory review.




Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 21, RSMo, is amended by adding thereto one new section, to be known as section 21.810, to read as follows:

21.810. 1. There is hereby established a joint committee of the general assembly, which shall be known as the "Joint Committee on Government Review", which shall be composed of ten members of the senate and ten members of the house of representatives with a variety of expertise and experience. Five senate members shall be appointed by the president pro tem of the senate and five senate members shall be appointed by the minority floor leader of the senate. Five house members shall be appointed by the speaker of the house of representatives and five house members shall be appointed by the minority floor leader of the house of representatives.

2. The committee shall be first convened ten days after its appointment and shall select either a chair or cochairs, one of whom shall be a member of the senate and one a member of the house of representatives. Six senate members and six house members shall constitute a quorum. Meetings of the committee may be called at such time and place as the chair or cochairs designate.

3. The committee shall:

(1) Review Missouri statutes, programs, initiatives, appropriations, and governmental entities and functions to determine their validity and necessity;

(2) Receive reports and recommendations for the repeal of any state statute, program, or initiative, modification in appropriations, or consolidation of governmental entities and functions from all departments and agencies of the state and political subdivisions of the state, and the public, including but not limited to legal, professional, and business organizations, boards, committees, and commissions; and

(3) Make recommendations to the general assembly for legislative action.

4. The committee may make reasonable requests for staff assistance from the research and appropriations staffs of the house and senate and the committee on legislative research, as well as any state department or agency.

5. The committee may, within the limits of its appropriation, employ such personnel as the committee deems necessary to carry out the duties imposed by this section.

6. Members of the committee shall receive no compensation but may be reimbursed for reasonable and necessary expenses associated with the performance of their official duties.
