AN ACT
To amend chapter 168, RSMo, by adding thereto one new section relating to paraprofessional teacher assistants.
Section A. Chapter 168, RSMo, is amended by adding thereto one new section, to be known as section 168.740, to read as follows:
168.740. 1. There is hereby established the "Missouri Paraprofessional-to-Teacher Assistance Program" within the department of elementary and secondary education. Subject to appropriation, this program shall provide grants to assist paraprofessional teaching assistants in completing the college courses necessary to achieve teacher certification, so long as the courses are taken at public institutions of higher education. The department shall determine the appropriate qualifications of candidates for the grants, and shall select the recipients of the grants based upon the fulfillment of those qualifications and need for assistance. Beginning in the 2003-2004 school year, one hundred qualified candidates shall receive a grant pursuant to this section.
2. The department of elementary and secondary education shall adopt any rules necessary to implement the
provisions of this section. No rule or portion of a rule promulgated pursuant to the authority of this section shall
become effective unless it has been promulgated pursuant to the provisions of chapter 536, RSMo.
