AN ACT

To amend chapter 173, RSMo, by adding thereto one new section relating to the transfer process for students of public institutions of higher education.




Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 173, RSMo, is amended by adding thereto one new section, to be known as section 173.056, to read as follows:

173.056. In order to assure an equitable and efficient transfer process for students in the Missouri higher education system and consistent with the provisions of the transfer and articulation policy as promulgated by the committee on transfer and articulation, the coordinating board for higher education shall assure that:

(1) All academic course work offered at a regionally accredited two-year or four-year public institution shall be deemed to be of the same standard of academic quality;

(2) Except for college preparatory course work, all required course work for an associate in arts degree at a public two-year institution shall transfer and apply toward the requirements for a baccalaureate degree at a public four-year institution, including the University of Missouri-Columbia and Missouri Southern State College;

(3) An associate in arts degree shall be accepted on transfer at public four-year institutions, including the University of Missouri-Columbia and Missouri Southern State College, as a junior, or third-year student, with all lower level general education requirements recognized as having been met;

(4) Associate in arts degree graduates from public two-year institutions shall complete a baccalaureate degree at public four-year institutions with the same total number of credit hours as required of a native student at the public four-year institution, including the University of Missouri-Columbia and Missouri Southern State College;

(5) Associate in arts degree graduates may continue to earn additional credits beyond those required for the associate in arts degree at a public community college. The public four-year institution, including the University of Missouri-Columbia and Missouri Southern State College, shall accept as transfer credit toward the student's baccalaureate degree these additional community college courses, beyond the associate in arts degree, provided those courses are listed in the public four-year institution's catalog as appropriate to the baccalaureate degree or as prerequisite to a course required for the baccalaureate degree;

(6) For students transferring from public four-year institutions to public two-year institutions, all general education courses which apply to the baccalaureate degree shall apply to the associate in arts, associate in science, and associate in applied science degrees.
