To amend chapter 173, RSMo, by adding thereto one new section relating to telecommunity centers.
Section A. Chapter 173, RSMo, is amended by adding thereto one new section, to be known as section 173.875, to read as follows:
173.875. 1. Each public four-year institution of higher education and each public community college may establish a local telecommunity center. An institution may provide student or volunteer staffing using existing revenues and resources of the institution.
2. Each telecommunity center shall use the institution's existing information technology resources, including staff, office space, equipment, and information access. An institution may allow senior level undergraduates and graduate students to provide technical assistance to community residents at telecommunity centers and receive course credit.
3. Each institution shall establish a policy to ensure that students of the institution are afforded necessary access to
all available information technology resources.
