HB 203 -- Administrative Rules

This bill allows proposed legislative measures that include
authorization for the promulgation of administrative rules to
include a statement of legislative intent.  Administrative rules
promulgated under a legislative measure must not exceed the scope
of the statement of intent.  The Joint Committee on
Administrative Rules will review rules subject to statements of
intent, and if it determines that an administrative rule exceeds
the scope of the statement, the rule will be null and void.
