HB 316 -- Teacher Salary Compliance

This bill exempts school districts from teacher salary compliance
in any year in which the state basic aid apportionment per pupil,
including line 14 at risk funds, is less than the preceding year,
if a district had unrestricted operating fund balances of 17% or
less of last year's combined expenditures from those funds at the
end of its preceding fiscal year.
