HB 420 -- Highway Patrol Trust Fund

Beginning July 1, 2003, a $5 surcharge will be imposed on each
motor vehicle or trailer licence sold, renewed, or transferred
annually and a $10 surcharge on licenses sold or renewed on a
biennial basis.  The revenue generated from the surcharge will be
credited to the Highway Patrol Trust Fund, which is created by
the bill.

The bill contains an emergency clause.
