HB 502 -- Mobile Telephone Use

This bill prohibits the use of a mobile telephone when operating
a motor vehicle.  Use of a hands-free mobile phone, using a phone
when contacting emergency personnel, and the use of a phone by
emergency personnel in the performance of their duties are
excepted.  Any person who violates this provision is guilty of a
class C misdemeanor or, if an accident occurs, a class B
misdemeanor.

The bill has an effective date of July 1, 2004.
