HB 541 -- Low-Income Utility Rates

This bill allows the Public Service Commission to consider
ability to pay as a factor in setting residential rates and terms
of service for electric and gas corporations.  Terms and
conditions must be proposed by the corporation as a program to
ensure affordable, reliable, and continuous utility service for
low-income residential customers.  The commission may also
approve energy efficiency, weatherization, and evaluation
components of a program, and utilities may recover program costs
through any rate proceeding.
