HJR 12 -- Highways and Transportation Commission

This proposed constitutional amendment requires that beginning
November 2006, members of the Highways and Transportation
Commission be elected, with one from each congressional district.
The terms of the commission will be for four years, except that
the terms of the first members elected from odd-numbered
congressional districts will be for two years.  Vacancies on the
commission will be filled by the Governor with the advice and
consent of the Senate.
