HB 1048 -- COMMUNITY COLLEGE FACILITIES MAINTENANCE FUNDS

COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Education by a vote of 20 to 0.
This bill clarifies that the annual appropriation for maintenance
and repair of facilities for community colleges is exclusive of
any capital appropriation, and the current cap on these
appropriations of 10% is also exclusive of the capital
appropriation.
FISCAL NOTE: No impact on state funds in FY 2005, FY 2006, and
FY 2007.
PROPONENTS: Supporters say that interpretation of the statute
has varied somewhat since it was enacted. Therefore,
clarification that support for maintenance and repairs is
separate from the capital appropriation is desirable. Community
colleges must match maintenance and repair funds.
Testifying for the bill were Representative Parker; Lynn Suydam,
St. Louis Community College - Meramec; Missouri Community College
Association; and Missouri National Education Association.
OPPONENTS: There was no opposition voiced to the committee.
