HB 1095 -- HIGHWAY PATROL OFFICERS ON SCHOOL BOARDS SPONSOR: Stefanick COMMITTEE ACTION: Voted "do pass" by the Committee on Local Government by a vote of 17 to 0. Current state law prohibits members of the State Highway Patrol from holding elective office. This bill permits them to run for and serve on local school boards when they are otherwise qualified for that office. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill gives parity to state patrolmen because no other similar group is prohibited from serving on school boards. School boards often have difficulty finding interested persons to serve. Testifying for the bill were Representative Stefanick; Missouri State Troopers Association; State Highway Patrol; School Administrators Coalition; Missouri School Boards Association; and Missouri State Teachers Association. OPPONENTS: Opponents say that highway patrolmen serving on school boards may intimidate other board members. Testifying against the bill was Glendon Klossner.
