HB 1292 -- Birth and Death Records Sponsor: Johnson (47) This bill revises provisions pertaining to birth and death records. The bill: (1) Allows certification of a live birth which occurs at or en route to an institution to be by an electronic process approved by the Department of Health and Senior Services. Medical information pertaining to the certification must be provided within seven days following the live birth; (2) Makes a technical revision to a provision pertaining to the preparation of a belated birth certificate and a new birth certificate for adopted children under 12 years of age; (3) Allows persons in charge of the final disposition of a dead body to obtain a medical certification and allows the certification by an electronic process approved by the department. The State Registrar may approve alternate methods for obtaining medical certifications for persons who died of natural causes; (4) Specifies the procedures pertaining to the certification for various types of deaths; (5) Authorizes the registrar to prepare reproductions of vital statistics, certificates, and reports; (6) Authorizes the department to disclose, upon request, copies of birth records more than 90 years old and death records more than 50 years old; (7) Increases from $10 to $13 the fees charged for the issuance of a certification or copy of a vital record; (8) Requires the Director of the Department of Revenue to credit $4 to the General Revenue Fund; $5 to the Children's Trust Fund; $3 to the Missouri Public Health Services Fund; and $1 to the Endowed Care Cemetery Audit Fund from each vital record fee collected, effective August 28, 2004; (9) Requires that moneys in the Missouri Public Health Services Fund be used to automate and improve the vital records system by December 31, 2008; and (10) Increases from $10 to $13 the fees charged for the issuance of a certification of a birth or death record by a local registrar.Copyright (c) Missouri House of Representatives
