HB 1384 -- Theft or Destruction of Documents

This bill makes it a class C felony to steal a government
document or any document of historical significance. Under
current law, these offenses are class A misdemeanors.
The bill makes the crime of library theft a class A misdemeanor
when the value of the stolen property is less than $500. Under
current law, this offense is a class C misdemeanor. The offense
is a class C felony if the property is valued at more than $500
and a class B felony when the property is valued at more than
$25,000. The bill makes the defacing of library materials a
class A misdemeanor.
The bill also amends the crime of tampering with a public record
and increases the penalty from a class A misdemeanor to a class D
felony. A person commits the crime when they leave a position as
a government employee and knowingly fail to deliver to a
successor all of the office's records.
