HB 1738 -- Sickle Cell Anemia Fund

This bill establishes the Sickle Cell Anemia Fund and allows
individuals or corporations who are entitled to a state income
tax refund to designate a portion of their refund to the fund,
make a contribution along with their payment, or send a
contribution in separately.  The contribution may not be less
than $1 or more than $200.

The Director of the Department of Revenue is responsible for
establishing a procedure for distributing the moneys to the
qualifying health organizations.  Organizations are required to
expend the moneys for the support of residents of this state.

The director will transfer the contributions at least monthly,
less 1% for the cost of collection and handling by the
department.  The maximum annual amount for collection costs
cannot exceed $100,000.
