HB 850 -- Identity Fraud

This bill creates the crime of identity fraud.  The crime is
committed when a person possesses, produces, or transfers an
identification document without lawful authority.  The crime is
punishable by up to three years' imprisonment for the first
offense, three to five years for a second offense, and up to 10
years for a third or subsequent offense.  The bill exempts minors
using false identification to purchase liquor.

The bill contains an emergency clause.
