HJR 34 -- Toll Roads

This proposed constitutional amendment allows toll roads to be
constructed in Missouri.  The amendment would allow the Highways
and Transportation Commission to conduct feasibility studies for
toll facilities and to construct, operate, and maintain toll
facilities and toll roads in the state.  The commission would be
responsible for setting toll rates and collecting tolls.  Revenue
generated from the toll roads may not be included as part of
total state revenue for purposes of the Hancock Amendment.
