HJR 48 -- Right to Pray

Sponsor:  Bearden

This proposed constitutional amendment adds wording to the
state's Bill of Rights to make it explicit that neither the state
nor any of its political subdivisions can establish an official
religion or compel prayer or any other religious activity.
However, expressions of a citizen's religion are permitted on
public property, including public schools, when the prayer is
private, voluntary, nondisruptive, and within the same limits
placed on free speech of other kinds in similar circumstances.
School prayer must not violate other school policies or rules,
whether it is during school hours or not.
