AN ACT

To amend chapter 26, RSMo, by adding thereto one new section relating to the emancipation day commission.





Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 26, RSMo, is amended by adding thereto one new section, to be known as section 26.430, to read as follows:

            26.430. 1. There is hereby created within the office of the governor a state commission, to be known as the "Emancipation Day Commission". The governor may, by executive order, assign this commission to the office of any executive agency.

            2. The commission shall consist of nineteen members appointed by the governor, and the members shall serve at the pleasure of the governor. Members shall not receive compensation for their service on the commission, but shall be reimbursed for their actual and necessary expenses incurred in the performance of their duties. The governor shall designate one member to serve as the chair.

            3. The commission may meet as necessary and as called by the chair to consider and recommend appropriate activities for the recognition and celebration of Emancipation Day, as established in section 9.161, RSMo.
