AN ACT

To authorize the conveyance of property owned by the state in the county of Jackson to the Truman Medical Center.

Be it enacted by the General Assembly of the state of Missouri, as follows:

Section 1. 1. The governor is hereby authorized and empowered to sell, transfer, grant, and convey all interest in fee simple absolute in property known as the Felix Building and owned by the state in the county of Jackson to the Truman Medical Center. The property to be conveyed shall be more particularly described by a survey. The survey shall be authorized by the division of design and construction of the office of administration under this section.

            2. The division of design and construction of the office of administration shall authorize any independent appraisal under this section. The commissioner of administration shall set the terms and conditions for the sale or transfer as the commissioner deems reasonable. Such terms and conditions may include, but are not limited to, the number of appraisals required, the time, place, and terms of the sale, and whether a minimum bid shall be required. All costs and fees directly related to the sale shall be paid from the proceeds of the sale. All proceeds from the sale in excess of the costs shall be used to assist in the funding of the construction, repair, or maintenance of state facilities.

            3. The attorney general shall approve the form of the instrument of conveyance.
