JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment to article I of the Constitution of Missouri, and adopting one new section relating to the physical and mental health of children.
Be it resolved by the House of Representatives, the Senate concurring therein:
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2004, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article I of the Constitution of the state of Missouri:
Section A. Article I, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 2(a), to read as follows:
2(a). The physical and mental health of our children being essential for proper growth and development and the full employment of their rights, liberties, and opportunities, the general assembly shall not reduce coverage for children or increase the proportionate share paid by families under medicaid and the children's health insurance program or successor program from the levels in effect on January 1, 2004, unless a two-thirds majority of all members in each chamber vote in favor of such legislative action.
