HCS HB 192 -- WASTE TIRES SPONSOR: Hobbs (Sander) COMMITTEE ACTION: Voted "do pass" by the Committee on Conservation and Natural Resources by a vote of 12 to 0. The waste tire fee expired on January 1, 2004. This substitute reimposes the fee until January 1, 2010. The Department of Natural Resources must give preference to contract bids for waste tire cleanups from vendors that are Missouri residents, employ Missouri workers, or use the tires for fuel or to manufacture a useful produce. The department may consider prior performance in the awarding of the contract. A vendor will not be given a preference for a bid to fill a landfill with waste tires, waste tire chips, or waste tire shreds, including landfill cover. The collection fee retained by the Department of Revenue is reduced from 4% to 2%. The substitute contains an emergency clause. FISCAL NOTE: No impact on General Revenue Fund in FY 2006, FY 2007, and FY 2008. Estimated Income on Other State Funds of $1,730,087 in FY 2006, $2,076,104 in FY 2007, and $2,076,104 in FY 2008. PROPONENTS: Supporters say that there are many environmental and health concerns as a result of waste tire pileups. Waste tire dumps are a nuisance and diminish air and water quality. The bill requires that there is a preference for Missouri vendors for the disposal of tires to ensure that it be done in an environmentally friendly way. Testifying for the bill were Representative Sander; Sierra Club; Missouri Park and Recreation Association; Missouri Farm Bureau; Conservation Federation of Missouri; Missouri Parks Association; Missouri Association of Soil and Water Conservation Districts; Missouri Forestry Products Association; AFS, Incorporated; Missouri Tire Industry Association; and Department of Natural Resources.
