HCS HB 490 -- MEMORIAL BRIDGE AND HIGHWAY DESIGNATIONS SPONSOR: Daus COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation by a vote of 15 to 0. This substitute establishes an application process for the designation of memorial highways and bridges. A designation will be allowed only to honor an event, place, organization, or a person who has been deceased for more than two years, except law enforcement officers killed in the line of duty. To seek a designation, an organization must petition the Department of Transportation by submitting: (1) A list of at least 200 names supporting the designation; (2) A $400 deposit per sign for construction costs; and (3) A $600 deposit per sign for maintenance. All moneys received by the department will be deposited into a newly created Department of Transportation Memorial Highway Sign Fund. The substitute specifies the procedure for the disbursement of these funds and the transfer of any unexpended moneys at the end of the biennium. All applications submitted to the department will be forwarded for approval to the Committee on Transportation of the House of Representatives. If the designation is not approved, 97% of the application fee will be refunded. If the designation is approved, the department may begin construction of memorial designation signs within one year after their approval. All designations will expire 10 years from the date of approval by the committee. FISCAL NOTE: No impact on General Revenue Fund in FY 2006, FY 2007, and FY 2008. Estimated Income on Other State Funds of Up to $100,000 in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that the bill will be a fair and less time-consuming process than is now available. Testifying for the bill were Representative Daus; State Highway Patrol; and Missouri Troopers Association. OPPONENTS: There was no opposition voiced to the committee.
