Summary of the Committee Version of the Bill

HCS HJR 16 -- PARKS AND SOILS TAX

SPONSOR:  Hobbs (Chinn)

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Conservation and Natural Resources by a vote of 9 to 0.

This proposed constitutional amendment extends, upon voter
approval, the parks and soils sales and use tax to 2016.  The tax
will be resubmitted every 10 years thereafter.

FISCAL NOTE:  Estimated Effect on General Revenue Fund of an
Income of $0 in FY 2006, a Cost of $19,335 in FY 2007, and an
Income of $0 in FY 2008.  No impact on Other State Funds in FY
2006, FY 2007, and FY 2008.

PROPONENTS:  Supporters say that the bill will improve Missouri
parks, campgrounds, and trails and produce very positive economic
benefits for the state.

Testifying for the bill were Representative Chinn; Missouri Parks
and Recreation Association; Conservation Federation of Missouri;
Missouri Farm Bureau; Missouri Parks Association; Missouri
Association of Soil and Water Conservation Districts; Missouri
Forestry Products Association; and Sierra Club.

OPPONENTS:  There was no opposition voiced to the committee.
