Summary of the Introduced Bill

HB 278 -- Mental Health Facilities

Sponsor: Walsh

Prior to the closure or downsizing of any state facility operated
by the Department of Mental Health, this bill requires the
Director of the Department of Mental Health to submit a
cost-benefit analysis and a written plan concerning the closure
or downsizing. The analysis and plan must be submitted to the
House of Representatives and Senate appropriations committees
concerning mental health for their consideration.

The bill also specifies that employees of privately funded mental
health facilities are considered mandated reporters for the
purpose of reporting allegations of abuse or neglect of patients,
residents, or clients of a mental health facility, program, or
service.
