HB 490 -- Memorial Highway Designations

This bill establishes an application process for the designation
of new memorial highways.  A designation will be allowed only to
honor an event, place, or a person who has been deceased for more
than two years.

To seek a memorial highway designation, an organization must
petition the Department of Revenue by submitting:

(1)  An application describing the desired segment of highway and
the proposed name along with the name of at least one member of
the General Assembly who will sponsor the designation;

(2)  A list of at least 200 names supporting the designation;

(3)  A $400 deposit per sign for construction costs; and

(4)  A $1,000 deposit per sign for maintenance.

All moneys received by the department will be deposited into a
newly created Department of Revenue Memorial Highway Sign Fund.
The bill specifies the procedure for disbursement of these funds
and the transfer of any unexpended balance at the end of the
biennium.

All applications submitted to the department will be forwarded
for approval to the Joint Committee on Transportation Oversight
during a regular session of the General Assembly.  The department
will begin construction of memorial highway designation signs
within one year after their approval.

All designations will expire 10 years from the date of approval
by the joint committee.
