HB 650 -- Adoption Records

This bill allows an adopted person born in Missouri who is 18
years old or older to receive, upon written application, a
certified copy of his or her unaltered, original birth
certificate from the State Registrar.

Foreign-born persons who have been adopted by a Missouri resident
according to the laws of other countries can submit a written
application to the State Registrar to open adoption records when
the adoptee is 18 years of age or older.
