HB 654 -- Title Insurance Licenses

This bill exempts escrow processors, clerical staff, and
technical support employees who work for a title agency or title
insurer from title insurance licensing requirements as long as
they do not quote or negotiate rates or coverages.  The fee to
obtain a license is reduced from $100 to $60 for Missouri
residents but remains unchanged for nonresidents.
