HB 78 -- Used Motor Vehicle Dealer Practices

This bill requires used motor vehicle dealers to display a buyers
guide on any used motor vehicle offered for sale.  The guide must
contain any federal requirements, a line for the buyer's
signature acknowledging receipt of the guide, and the closing
date of sale.  Dealers will be required to give the buyer a copy
of the signed buyers guide and keep one for their records.
Dealer records will be subject to inspection by the Department of
Revenue.

A buyer may cancel the sale of a vehicle within 30 days if these
requirements are not met.  The bill outlines the return
provisions.

The department will be required to establish and maintain a
statewide toll-free number for receiving complaints of violations
and may institute an investigation to determine whether a dealer
is complying with the provisions of the bill.
