HCS HB 1432 -- PROBATION AND PAROLE HEARINGS SPONSOR: Kelly, 144 (Moore) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Corrections and Public Institutions by a vote of 8 to 0. This substitute authorizes the State Board of Probation and Parole, at its discretion, to conduct probation and parole hearings by means of videoconferencing. The victims are allowed to testify at either the location where the videoconferencing is taking place or at the institution where the offender is located. FISCAL NOTE: Estimated Income on General Revenue Fund of $0 in FY 2007, $17,155 in FY 2008, and $17,155 in FY 2009. No impact on Other State Funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that allowing the Board of Probation and Parole to conduct hearings via videoconferencing will save time and money. With the backlog of hearings, the bill will benefit the board and the offenders. Testifying for the bill were Representatives Moore and Harris (110); and Department of Corrections.
