Summary of the Committee Version of the Bill

HCS HB 1440 -- CERVICAL CANCER AWARENESS AND TREATMENT

SPONSOR:  Sutherland

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Ways and Means by a vote of 14 to 0.

This substitute provides for a checkoff on the Missouri
individual and corporate income tax forms for donations for
cervical cancer awareness and treatment.  Moneys collected will
be used by the Department of Health and Senior Services to
provide information on cervical cancer, early detection, testing
and prevention; to collect statistical information on cervical
cancer; and to provide services and funding for early detection,
testing, and prevention.

FISCAL NOTE:  Estimated Income on General Revenue Fund of Unknown
in FY 2007, FY 2008, and FY 2009.  No impact on Other State
Funds.  Unknown income and costs are assumed to net to $0.

PROPONENTS:  Supporters say that the bill creates funding that
will help women prevent cervical cancer and provide some
treatment.  The check-off funding is not intended to replace any
other programs that currently exist.  The more funding for
education about the disease, the better it can be prevented.  The
current program receives $3.3 million in federal funds and no
state moneys.

Testifying for the bill were Representative Sutherland; Rebecca
Lynn, M.D.; Department of Health and Senior Services; Missouri
State Medical Association; and American Cancer Society.

OPPONENTS:  There was no opposition voiced to the committee.
